LocalService Pro is a multi-location home services company operating across 12 cities in India. They offer plumbing, electrical, and HVAC services through a network of local franchises. Their Meta Ads presence was active but severely underoptimized. They were spending approximately $8,000 per month across locations but hitting a performance ceiling that prevented further scaling.
The core challenge was inconsistency. Some locations performed well with low CPAs while others struggled with poor lead quality and high costs. There was no standardized playbook for creative, targeting, or bidding across locations. Each franchise manager was essentially running their own strategy, creating a fragmented and inefficient overall program.
We were tasked with creating a unified, scalable Meta Ads system that could grow from $8,000 to $40,000+ per month while improving overall efficiency. Over 5 months, we built a centralized campaign architecture with location-specific variables, implemented a rigorous creative testing engine, deployed sophisticated audience strategies, and automated campaign management. The result was 5x ad spend growth with a 40% reduction in CAC and 200+ monthly leads across all locations.
The Challenge
The fragmented campaign structure was the primary obstacle. Each location had its own ad account with different objectives, targeting settings, and optimization approaches. There was no centralized reporting, making it impossible to compare performance across locations or identify best practices. Budget allocation was based on historical spend rather than performance data, meaning underperforming locations consumed resources that could have been deployed more effectively elsewhere.
Creative fatigue was rampant. With no systematic creative testing process, ads were running until they died, causing CPMs to steadily increase over time. The average ad set was using only 3-4 creatives, and the refresh cycle was reactive rather than proactive. Additionally, there was no localization strategy beyond swapping city names in the ad copy. Visuals, offers, and messaging were identical across markets despite clear demographic and cultural differences.
Lead quality tracking was nearly nonexistent. The client counted form fills as leads but had no system for validating lead quality or tracking downstream conversion rates. This meant they were optimizing for volume rather than value, and many so-called leads were low-quality inquiries that never booked a service.
Strategy & Execution
We consolidated all 12 location accounts into a single Business Manager with a unified campaign structure. The new architecture used a meta-campaign framework with location as a variable rather than a silo. Each campaign had location-specific ad sets with custom audiences, budgets, and creative, all managed from a central dashboard. This gave us visibility across all markets and the ability to shift budget dynamically based on performance.
Creative testing became a core practice. We built a creative testing matrix that systematically tested variables: imagery style (lifestyle vs. product), offer types (discount vs. free quote vs. seasonal), ad formats (single image, carousel, video), and copy angles (trust, urgency, value). Each week, 10-15 new creative variations entered testing, with underperformers retired after 500 impressions and winners scaled. This resulted in a 60% reduction in CPMs and a 35% improvement in CTR over 3 months.
Audience strategy evolved from basic location targeting to a sophisticated layered approach. We built lookalike audiences from high-value customer data for each location, created interest-based segments for homeowners and renters, deployed retargeting sequences for website visitors and engagement audiences, and used Meta's Advantage+ features for audience expansion. Automation rules were set up to pause underperforming ad sets, scale winning ones, and reallocate budget daily based on real-time ROAS data.
